The Honourable Brian Manning was appointed Minister in the Ministry of Finance on August 19th 2020, will be executing his responsibilities in supporting the Honorable Colm Imbert, Minister of Finance in giving directions concerning the Civil Service, Teaching Service, Fire Service, Police Service and Prison Service, to the Personnel Department regarding the following:
By order of legislation, the Minister of Finance is empowered to give directions concerning the Civil Service, Teaching Service, Fire Service, Police Service and Prison Service, to the Personnel Department regarding the following:-
The Civil Service Act provides that the Personnel Department is under the general direction and control of the Minister to whom is assigned responsibility for the administration of the Personnel Department. The Gazetted Notice dated September 23, 2015, which details Ministerial Portfolios, provides that the Minister of Public Administration is responsible for the administration and business in the Personnel Department regarding:-

The world today is undergoing a great transformation with globalization increasingly standing on the ongoing development of Information Communications Technology (ICT). Here at the Personnel Department, we are utilising ICT as a critical pillar in the advancement of enhanced information sharing opportunities for our clients, stakeholders and the general public.
The Personnel Department is the Department of Government with responsibility for determining and/or advising on pay and other terms and conditions of service for a wide spectrum of employees within the public sector.
The Legal Services Division is responsible for providing the Chief Personnel Officer with legal advice on the day-to-day operations of the Personnel Department and for representing the Chief Personnel Officer in litigation before any Court or Tribunal. The Division is also responsible for the negotiation and preparation of contracts (consultancy services).
The Compensation Management Division is responsible for developing, maintaining and managing the job evaluation/classification and pay systems established for offices in the Public Service and Statutory Authorities subject to the Statutory Authorities Act, for those positions falling under the purview of Salaries Review Commission, and for daily-rated positions in Central Government and certain other agencies. The Division’s responsibilities also include determination of base salaries for contract positions.
The Industrial and Labour Relations Division is responsible for formulating, recommending and implementing policies geared to promoting a harmonious Industrial Relations climate in the Public Sector.
It is also involved in collective agreement management, dispute resolution and the provision of advice and technical support to internal and external clients on matters pertaining to Industrial and Labour Relations in the Public Sector.
The Human Resource Policy, Planning and Research Division is responsible for developing and recommending policies required to facilitate the successful performance of Human Resource functions in the Public Service. It is also responsible for monitoring and reviewing such policies and for providing advisory services to Public Sector institutions in the area of Human Resource Planning.
Additionally, the Division undertakes research and analysis to support the work of the Department.
The Human Resource Management Services Division is responsible for providing advisory and technical support services to Ministries and Departments to facilitate Public Sector reform initiatives. They also act as a catalyst for change to ensure the adoption of strategic Human Resource Management principles and practices, especially in the areas of career and succession planning. It is also responsible for monitoring the implementation of Government policy pertaining to the establishment of Human Resource Management Units in Ministries and Departments and Employee Assistance Programmes.
The Corporate Services Division is responsible for ensuring that the core business Divisions of the Personnel Department are provided with the institutional capability, infrastructure and administrative support services needed to perform their functions effectively and efficiently. It is also responsible for managing the Communications and Public Relations portfolio and coordinating the Department’s relationship with its internal and external publics. The Division’s Human Resource Management Unit manages internal staffing and looks after the welfare of staff of the Department.
The Benefits Management Division is responsible for developing and recommending policies on terms and conditions of employment, other than pay, for monthly paid officers in the Public Service and Statutory Authorities who are subject to the Statutory Authorities Act. As well as, daily-rated employees for whom the Chief Personnel Officer is deemed to be the Employer and for persons employed on contract. These policies include those relating to Employee Assistance Programmes and Health and Safety Management.
In keeping with the Personnel Department’s goal to boost morale and promote a robust company engagement culture, the Chief Personnel Officer, Commander Dr. Daryl Dindial in collaboration with the Department’s Communications and Events Coordination Unit hosted an
inaugural Three-Day Vacation Camp for the children and relatives of the Department’s staff. The event took place from August 9th to August 11th and was hosted in the CPO Wellness and Conference Centre located at the Department’s No. 3 Alexandra Street Office.
As we commemorate the 21st anniversary of Public Service Day, it can be considered one of the more significant observances initiated by the United Nations, as it highlights the invaluable contributions of the dedicated men and women who serve their fellow citizens as consummate professionals and loyal Public Officers.
In recognising the significance of this special day, I would like to draw attention to the demands and the complexities of Public Service work
which must remain consistent with global, economic, and technological trends....
Easter is a special time of year and represents the joyful end to the Lenten season of fasting and penitence. There is also an incredible opportunity to invite people into the heart of generosity. An ethos Chief Personnel Officer, Commander Dr. Daryl has engendered among the Department’s staff with the adoption of the Margaret
Kistow Children’s Home and the implementation of multiple initiatives that have now become annual undertakings, to bring cheer to the Children at the home and satisfy a small section of their basic needs.
In keeping with the vision of our Chief Personnel, Dr. Daryl Dindial, the Department’s staff were exposed to “Self-Development Training Sessions” on September 2nd, 7th, 8th and 9th 2022 entitled
“Finding Purpose”. On September 2nd, the first session was facilitated by, Behaviour Change Consultant, Mr. Yohance Ayodike of IODK Consultancy who delivered a participative mixture of lectures and creative training activities covering Organizational Development, Organizational Transformation and Organizational Energy.
Former Chief Personnel Officer Dr. Roland G. Baptiste paid a courtesy visit to sitting Chief Personnel Officer, Commander Dr. Daryl Dindial at the Offices of the Personnel Department on September 2nd, 2022.
Presumably, both Dr. Dindial and Dr. Baptiste had a lot to chat about due to similar experiences as CPOs, mainly having to operate in economic climates less than ideal, and navigate the course in determining and advising on pay and other terms and conditions of the Public Service.
Dr. Baptiste served as the Chief Personnel Officer from 1987 to 1992. Both Dr. Dindial and Dr. Baptiste welcomed to opportunity to meet and discuss the future of the Department.
The children of the Margaret Kistow Children’s Home were afforded a surprise treat initiated and sponsored by the Chief Personnel Officer, Commander Dr. Daryl Dindial. The much anticipated and fun-filled event took place on Friday 8 July, 2022 on the
grounds of the home located in Malabar Gardens Arima, and catered to a group of enthusiastic youths ranging in ages two (2) to seventeen (17) years old. Although The Chief Personnel Officer was unable to attend the event, the dynamic team consisting of Malika McLeish of the Industrial and Labour Relations (ILR) Unit, the Department’s Special Events Committee (S.E.C) member, Geline Mejias of the Job Evaluation Project Office (JEPO) and the Communications and Events Coordination team delivered what can be considered a successful and well-received initiative, judging by the response and participation of the children.
On October 10th, 2023 the Chief Personnel Officer (CPO), Commander Dr. Daryl Dindial, met with the Trinidad and Tobago Police Service Social and Welfare Association to discuss a number of outstanding issues they agreed in principle to continue dialogue on. Discussions included

On July 28th 2023, the Personnel Department launched the Review of the Assessment Phase of the Employee Assistance Programme (EAP) for the Civil Service at the Hyatt Regency Hotel, which saw Senator the
Honourable, Allyson West and a cross-section of Senior Public Servants, Human Resource Practitioners and specially invited guests in attendance.
The Chief Personnel Officer (CPO), Commander Dr. Daryl Dindial, honored the commitment included in the recently signed Memoranda of Agreements (MoAs) with the Police and Prison Service to offer sensitisation training on Grievance Procedures and Alternative Dispute Resolution. Commander Dindial revealed that
the training was a direct outcome of several meetings that were conducted between the CPO’s Office, the Prison Officers Association of Trinidad and Tobago (POAOTT)
November 16th, 2022 – On November 15th, 2022 the Chief Personnel Officer (CPO) Commander Dr. Daryl Dindial, signed Memoranda of Agreements (MoA) with the Associations representing the Trinidad and Tobago Police Service
(TTPS) and the Trinidad and Tobago Prison Service, on the establishment of formal Grievance Procedures for their Officers on November 15th, 2022 at the Offices of the Personnel Department.
The Personnel Department in collaboration with the Comptroller of Accounts, Ministry of Finance, and the Auditor General of Trinidad and Tobago hosted a three (3) day interactive workshop on June 27, July 28 & 29 virtually - via Microsoft

On February 11th 2022 the Chief Personnel Officer, Commander Dr. Daryl Dindial met with senior officials of the Trinidad and Tobago Prison Service to commence discussions on a new Job Evaluation Exercise for the Prison Service. This meeting was subsequent to the last
review of the Prison service Classification and Compensation system which was implemented in the early 2000s.
