The Honourable Brian Manning was appointed Minister in the Ministry of Finance on August 19th 2020, will be executing his responsibilities in supporting the Honorable Colm Imbert, Minister of Finance in giving directions concerning the Civil Service, Teaching Service, Fire Service, Police Service and Prison Service, to the Personnel Department regarding the following:
By order of legislation, the Minister of Finance is empowered to give directions concerning the Civil Service, Teaching Service, Fire Service, Police Service and Prison Service, to the Personnel Department regarding the following:-
The Civil Service Act provides that the Personnel Department is under the general direction and control of the Minister to whom is assigned responsibility for the administration of the Personnel Department. The Gazetted Notice dated September 23, 2015, which details Ministerial Portfolios, provides that the Minister of Public Administration is responsible for the administration and business in the Personnel Department regarding:-

The world today is undergoing a great transformation with globalization increasingly standing on the ongoing development of Information Communications Technology (ICT). Here at the Personnel Department, we are utilising ICT as a critical pillar in the advancement of enhanced information sharing opportunities for our clients, stakeholders and the general public.
The Personnel Department is the Department of Government with responsibility for determining and/or advising on pay and other terms and conditions of service for a wide spectrum of employees within the public sector.
The Legal Services Division is responsible for providing the Chief Personnel Officer with legal advice on the day-to-day operations of the Personnel Department and for representing the Chief Personnel Officer in litigation before any Court or Tribunal. The Division is also responsible for the negotiation and preparation of contracts (consultancy services).
The Compensation Management Division is responsible for developing, maintaining and managing the job evaluation/classification and pay systems established for offices in the Public Service and Statutory Authorities subject to the Statutory Authorities Act, for those positions falling under the purview of Salaries Review Commission, and for daily-rated positions in Central Government and certain other agencies. The Division’s responsibilities also include determination of base salaries for contract positions.
The Industrial and Labour Relations Division is responsible for formulating, recommending and implementing policies geared to promoting a harmonious Industrial Relations climate in the Public Sector.
It is also involved in collective agreement management, dispute resolution and the provision of advice and technical support to internal and external clients on matters pertaining to Industrial and Labour Relations in the Public Sector.
The Human Resource Policy, Planning and Research Division is responsible for developing and recommending policies required to facilitate the successful performance of Human Resource functions in the Public Service. It is also responsible for monitoring and reviewing such policies and for providing advisory services to Public Sector institutions in the area of Human Resource Planning.
Additionally, the Division undertakes research and analysis to support the work of the Department.
The Human Resource Management Services Division is responsible for providing advisory and technical support services to Ministries and Departments to facilitate Public Sector reform initiatives. They also act as a catalyst for change to ensure the adoption of strategic Human Resource Management principles and practices, especially in the areas of career and succession planning. It is also responsible for monitoring the implementation of Government policy pertaining to the establishment of Human Resource Management Units in Ministries and Departments and Employee Assistance Programmes.
The Corporate Services Division is responsible for ensuring that the core business Divisions of the Personnel Department are provided with the institutional capability, infrastructure and administrative support services needed to perform their functions effectively and efficiently. It is also responsible for managing the Communications and Public Relations portfolio and coordinating the Department’s relationship with its internal and external publics. The Division’s Human Resource Management Unit manages internal staffing and looks after the welfare of staff of the Department.
The Benefits Management Division is responsible for developing and recommending policies on terms and conditions of employment, other than pay, for monthly paid officers in the Public Service and Statutory Authorities who are subject to the Statutory Authorities Act. As well as, daily-rated employees for whom the Chief Personnel Officer is deemed to be the Employer and for persons employed on contract. These policies include those relating to Employee Assistance Programmes and Health and Safety Management.

On March 21, 2024 the Chief Personnel Officer (CPO), Commander Dr. Daryl Dindial hosted a staff sensitisation session and disclosed that the Cabinet had granted approval for a new Organisational Structure for the Personnel Department.
The announcement aimed to ensure that employees were well-informed about the transformational changes occurring at the Department resulting from the organisational restructuring initiative.

Public Officers from several Government Ministries/Departments and the Tobago House of Assembly benefitted from a series of training workshops that sought to equip the Officers with critical information
in the processing of increments and pension and leave records to enable the timely payment of pensions and gratuities to retired Public Officers and Contracted employees.
In keeping with the Personnel Department’s goal to boost morale and promote a robust company engagement culture, the Chief Personnel Officer, Commander Dr. Daryl Dindial in collaboration with the Department’s Communications and Events Coordination Unit hosted an
inaugural Three-Day Vacation Camp for the children and relatives of the Department’s staff. The event took place from August 9th to August 11th and was hosted in the CPO Wellness and Conference Centre located at the Department’s No. 3 Alexandra Street Office.
As we commemorate the 21st anniversary of Public Service Day, it can be considered one of the more significant observances initiated by the United Nations, as it highlights the invaluable contributions of the dedicated men and women who serve their fellow citizens as consummate professionals and loyal Public Officers.

In preparation for upcoming wage negotiations, the Chief Personnel Officer Commander Dr. Daryl Dindial invited eleven Unions and Associations, along with the Trinidad and Tobago Defence Force (TTDF), to a special meeting
organized by the Personnel Department and the Ministry of Finance on October 24th, 2024. The purpose of this meeting was to highlight the current economic landscape and provide a comprehensive overview of the State’s financial status.
In a concerted effort to bolster efficiency within the public service, senior staff members of the Personnel Department conducted a series of comprehensive training sessions throughout August,
September and October. These workshops, focusing on Increments and Salary Administration, engaged approximately 100 participants from a cross-section of Ministries and public sector Agencies.
The Personnel Department’s Human Resource Management Compliance and Training Division is making impressive strides in enhancing the accessibility and effectiveness of Performance Management and Appraisal
System (PMAS) training sessions across various Ministries. Acknowledging the pivotal role of effective performance management in achieving organisational goals, the Division has proactively increased the number of outreach sessions to meet the needs of Ministries effective October, 2024.
In a significant effort to enhance operational efficiency and compliance, the Personnel Department’s Benefits and Industrial Relations Management Division recently conducted a workshop on Leave Administration for
eighteen (18) staff members of the Human Resource Department at the Ministry of Youth Development and National Service. Among the participants was the Ministry’s Director of Human Resources (HR), who collaborated closely with the Personnel Department’s Human Resource Management Compliance and Training Division to tailor the workshop to meet the specific needs of the Ministry.
On June 14, 2024, Chief Personnel Officer Commander Dr. Daryl Dindial convened with Professor Rose-Marie Belle Antoine, Principal of the University of the West Indies (UWI), to formalise a Memorandum
