This incumbent is required to develop, implement, direct, and evaluate the Ministry’s/Department’s communications stakeholder engagement and marketing strategies and programmes, including citizen engagement, public relations, media relations, digital content, and the Ministry’s/Department’s identity/image programme. Duties include planning, organising, directing, and coordinating the work of staff engaged in the performance of related activities. Duties also include using communications as a vital component of the overall change management programme in support of the Ministry’s/Department’s initiatives amongst internal stakeholders and to inform clients, employees and the general public of initiatives and policies of the government and of the Ministry/Department.

Communications Officer

The incumbent is required to contribute to the achievement of the communications targets of the Ministry/Department and assist in monitoring their implementation. Duties include coordinating media relations strategies, producing and disseminating materials for communicating information about the Ministry/Department and its services; coordinating the content of the intranet or external website and the production of a quarterly newsletter; disseminating reports and publications; and maintain an updated database of contacts and an effective communication system within the Ministry/Department. Depending on work assignment, the incumbent will be required to perform duties in one or more of the Communications functional areas.

The incumbent is required to supervise the activities of staff engaged in the auditing and processing of Pension and Leave records for employees of a Government Ministry/Department/Agency. Duties involve developing and overseeing the implementation and maintenance of relevant systems and procedures, reviewing existing systems and recommending revision of same; developing an Annual Pension and Leave Work Plan; monitoring the work of the Unit; preparing job schedules; organising, assigning and distributing work to staff; reviewing, verifying and certifying work submitted; training staff and liaising with relevant internal Departments and essential stakeholder government agencies.

The incumbent is required to process the pension and leave records of present and former employees of Government Ministries/Departments/Agencies to facilitate the prompt payment of retirement benefits. Duties involve conducting research in officers’ files to collect data; collating and entering data in employees’ Pension and Leave record forms; cross referencing Human Resource records with corresponding Finance and Accounting records and consulting with relevant Circulars and Regulations; liaising with external Ministries and Departments; and conducting research and responding to queries from the Comptroller of Accounts.

The incumbent is required to establish and implement or assist in the establishment and implementation of Monitoring and Evaluation (M&E) Systems for programmes/projects in a Ministry/Department/Agency. Duties include formulating programme/project outcomes, performance indicators and data capture systems; assisting in new programme/project development; conducting cost benefits and cost effectiveness analyses; maintaining M&E databases and reporting on M&E activities. Depending on work assignment, the incumbent may be required to perform some or the full range of the duties of this position.
